Q: What are the Criminal Injuries Compensation Board’s (CICB) modified office hours during the COVID-19 pandemic?

CICB will adhere to social distancing protocols, and protect the health and well-being of staff and the public. Therefore, the office will be closed to the public for walk-in appointments. A staff member will be on duty to handle on-site agency functions and check voicemails from Monday through Thursday between 10 a.m. and 2 p.m. Claims examiners will be available by email Monday through Friday between 8 a.m. and 4 p.m. to respond to inquiries from claimants. If you do not have an assigned claims examiner, you can email cicb.info@maryland.gov

If you have a 5-digit CICB Claim number please ensure that your claim number is on all documentation within your correspondence. Including your claim number will allow our staff to better serve you and locate your claim faster.

Q: How can I submit an Application and Additional Documentation during COVID-19?

You may continue to mail, fax, and email fillable PDF or scanned PDF versions of the CICB application. Additional documentation may also be forwarded directly to your Claims Examiner.

Note: Cell phone pictures and camera photographs of applications and documentation will not be accepted. Please produce copies of your original documentation by copier-scan, fax, or mail. Also, please remember to print legibly on all documents.

Q: How can I request a CICB Application?

For a paper copy of the CICB Application you may contact the CICB Offices at (410) 585-3010 and leave a detailed message requesting an application. In your message please include:

  • First and last name 
  • Safe call-back number
  • Your request for a CICB application or other resource
  • Address (Street, apartment or suite number, city, state, and zip code)

Q: How do I know what compensation I qualify for?

Our Victim Services Coordinator and CICB staff will review your application. We will help determine the compensation you are eligible for as a result of a qualifying crime, as well as what documentation is needed to complete your claim.

Q: When will I be notified that my application was received?

When an application is entered into our crime victim compensation database, claimants will be mailed an introductory letter within 10 business days after receipt of the application. This letter will provide identifying claim information, as well as contact information for the CICB Claims Examiner assigned to the claim.

Q: If I am a victim of a crime and I am not a citizen of the United States, can I apply to CICB?

Yes, you are able to apply for compensation benefits.

Q: Does CICB offer services in languages other than English?

Yes, the CICB application and brochure are also in Spanish. If you speak another language, assistance can be provided via a language line service.

Q: How can I contact my claims examiner and request claim status updates?

As a CICB claimant, you are assigned a claims examiner. Their name and contact information will be on any correspondence sent to you by CICB. Please note that during the pandemic, email is the best method of contact. If you have misplaced your CICB correspondence, please contact the CICB Office at (410) 585-3010 and leave a detailed voicemail with:

  • First and last name 
  • Safe call-back number
  • Your request for a CICB application or other resource
  • Your verbal request for claims examiner name and email address

Q: What assistance and rights are available to me as a victim of crime?

The CICB will continue to provide support to crime victims. Ultimately, if the claim is not awarded compensation by the Board, you may still be referred to outside services. Please contact our Victim Services Coordinator, Gloria Luckett at Gloria.Luckett@maryland.gov for more information on referrals. 

Q: What if I am being harassed, intimidated, stalked, or threatened?

If you believe that you are in imminent danger, contact 911 immediately. Once you have notified the proper authorities, please contact our Victim Services Coordinator, Gloria Luckett, for assistance with safety planning and support.

Q: What can I do if I am in crisis and need victim services resources?

If you are in need of victim services resources and links please refer to our parent-unit the Victim Services Unit (VSU). The VSU has compiled resources for victims of crime during the COVID-19 pandemic: http://goccp.maryland.gov/covid19-victim-resources/.

Q: Will the Board be able to review my claim during the pandemic?

Yes, the Board is reviewing claims remotely, and on a modified schedule.

Q: Are Reconsideration Hearings still being held?

All reconsideration hearings have been postponed and will be rescheduled at a later date. In preparation of your hearing, if you have additional information you wish to be considered, you can email the information directly to the Victim Services Coordinator Gloria.Luckett@maryland.gov, or you can mail or fax the documents to the CICB office. Please include your 5-digit claim number.

Q: I am in need of a Reconsideration Hearing and my CICB interim award letter states that I must respond to this notice within 15-days to request a meeting with the Board. Will this criterion be waived during this pandemic?

Yes, the 15-day window to request a Hearing with the Board will be waived during the pandemic, including for interim awards issued to claimants during March 2020. The waiver will expire 90 days after official notification from the State of Maryland confirming that the state of emergency related to the COVID-19 pandemic is lifted.

Q: I was awarded compensation and have not received anything as of yet.

CICB claims are being processed in order they are received. There may be delays because of modified hours. For more details about payment status, please contact the CICB Office.

Q: I have a compensation claim but am scheduled to receive restitution. Is CICB responsible for my restitution payment?

CICB compensation is a state and federally funded benefit provided to victims by all states with a compensation program. Restitution is mandated by court judgement to ensure that financial payments are made to the victim from an offender. CICB is not responsible for restitution payments. If you need assistance with restitution, please contact the court in which you were awarded such judgement. You can find that information here: https://www.courts.state.md.us/

Q: What if this FAQ page does not answer my question?

Please contact the CICB Office during modified hours by phone Monday through Thursday between 10 a.m. and 2 p.m., for clarification. You can also send an email to your assigned claims examiner or to cicb.info@maryland.gov. Messages will be returned as quickly as possible.

For Victim Advocates, State Partners, Other Community Stakeholders

Q: Due to closures and social distancing protocols will someone be available to conduct presentations on CICB? What would be the medium of the presentation, what equipment/software would we need, and how much advance notice is needed?

These requests will be considered on a case-by-case basis during the COVID-19 pandemic. The agency will be using a combination of teleconferencing, video and web conferencing to accommodate such requests.

Q: Is the Victim Services Coordinator available for regular/quarterly meetings?

Yes, the Victim Services Coordinator can attend meetings and other victim related matters by telephone or other electronic means. You can email the Victim Services Coordinator, Gloria Luckett at Gloria.Luckett@maryland.gov for further information. 

Q: Will the victim’s legal representative receive updates on the claim and reconsideration hearing?

Yes, once a decision is made by the Board, the legal representative on the claim will receive a copy of the interim and final decisions. You also will receive a copy of the hearing notice, if applicable.

For Providers (i.e. Funeral Homes; Dentists; Medical Facilities; and
Specialty Doctors)

Q: The COVID-19 outbreak has placed constraints on providers’ ability to obtain/forward  certain documents (i.e. Funeral Homes obtaining death certificates; Employers forwarding Employment Questionnaires; Therapists forwarding Treatment Plans). Will this slow the CICB claims examination process?

The CICB needs all benefit-specific claim documentation to process a claim. We encourage you to follow-up regularly and work with us as we process claims on a modified schedule.

Q: What if a Provider is expecting, but has not received payment? What if records for the CICB show that the payment was cashed by the Provider, but the Provider does not?

If a provider is expecting payment and your records do not show payment or the CICB shows that the payment was cashed and this transaction does not appear in your system, please contact the CICB office for a claim status for your bill. There is a chance that the payment may still be in process or we may need to provide you with the correct date range for when the check was issued.
