Justice Reinvestment Oversight Board

The Justice Reinvestment Oversight Board was established in Chapter 515 to be housed within the Governor’s Office of Crime Control and Prevention. The Board’s mission is to ensure the continued success of the Justice Reinvestment Act and its associated reforms. The Oversight Board is charged with:

  • Monitoring progress and compliance with the implementation of the recommendations of the [JRCC]
  • Considering the recommendations of the local government justice reinvestment commission and any legislation, regulations, rules, budgetary changes, or other actions taken to implement the recommendations of the [JRCC];
  • Making additional legislative and budgetary recommendations for future data–driven, fiscally sound criminal justice policy changes;
  • Collecting and analyze data submitted under § 9–3208 of this subtitle regarding pretrial detainees;
  • In collaboration with DPSCS, the MPC, the AOC, and the Sentencing Commission, creating performance measures to track and assess the outcomes of the laws related to the recommendations of the justice reinvestment coordinating council;
  • In collaboration with the MPC, monitoring administrative release under § 7–301.1 of the correctional services article and determine whether to adjust eligibility considering the effectiveness of administrative release and evidence–based practices;
  • Creating performance measures to assess the effectiveness of the grants administered under § 9–3209 of this subtitle;
  • Consulting and coordinating with:
    • the local government justice reinvestment commission;
    • other units of the state and local jurisdictions concerning justice reinvestment issues.
  • In collaboration with the DPSCS, the board shall determine the annual savings from the implementation of the recommendations of the [JRCC]
  • Awarding savings through the Performance Incentive Grant

Membership

Members are appointed to staggered four-year terms, and meet quarterly to review JRA progress.
