Governor’s Office of Crime Prevention, Youth, and Victim Services Awards $3.5 Million to
Family League of Baltimore in Support of Children, Youth, and Families
Funding to Support Housing for Families and Kindergarten Readiness, Enhance Out-of-School Programming for Youth
ANNAPOLIS, MD – Today, the Governor’s Office of Crime Prevention, Youth, and Victim Services announced a $3.5 million award to the Family League of Baltimore, the Local Management Board, to support Baltimore City’s Children and Youth Fund, which supports organizations serving young people, addresses racial disparities, and invests in communities across Baltimore.
“The Family League is a long-time partner in our work to increase child well-being in Baltimore City,” said Glenn Fueston, Executive Director of the Governor’s Office of Crime Prevention, Youth, and Victim Services. “We are pleased to continue this partnership and to play a role in helping provide another layer of support for children and young people in Baltimore.”
The funding will establish new programs and services, as well as enhance existing initiatives for children and youth in Baltimore City. The purpose is to create conditions where children and youth in Baltimore are healthy, ready to learn and succeed in school, and live in stable, safe, and supportive families and communities; focus on the prevention of negative outcomes and on supporting and enhancing the strengths of children, youth, and their families; strengthen community-based networks of recreation and after-school services in all neighborhoods; and, ensure that children and youth with the highest needs receive maximum benefit from the Fund. Since 2015, the Hogan administration has provided more than $18 million in grant support to the Family League of Baltimore to provide resources to ensure children and youth are healthy, are ready to learn and succeed in school, and live in stable, safe, and supportive families. The Office has also provided $50.6 million in other funding to youth-serving organizations in Baltimore City to improve quality of life, improve child well-being, and mitigate the short-term and long-term effects of Adverse Childhood Experiences.
Maryland’s Children’s Cabinet prioritizes initiatives that seek to address trauma and ACEs, promote racial equity, and improve health, economic stability, safety, and overall well-being of children, youth, and families according to local needs. The Children’s Cabinet focuses on: reducing the impact of parental incarceration on children, families, and communities; reducing youth homelessness; improving outcomes for disconnected/opportunity youth; reducing childhood hunger; increasing opportunities for community-based programs and services for youth (including diversion); as well as preventing out-of-State placements.
Local Management Boards were established in the 1990s as part of a state and local collaboration committed to improving the well-being of Maryland’s children, youth, and families that focuses on results and accountability with support from the State. These organizations work with public and private agencies, local government, faith-based and civic organizations, families, youth, and community members to develop and implement a community plan for each jurisdiction. The plan includes strategies to improve outcomes for one or more of the State’s Child Well-Being Results:
- Babies Born Healthy
- Healthy Children
- Children Enter School Ready to Learn
- Children are Successful in School
- Youth will Complete School
- Youth have Opportunities for Employment or Career Readiness
- Communities are Safe for Children, Youth, and Families
- Families are Economically Stable
Strategies will be implemented by the Family League of Baltimore City and will provide resources for collaborative initiatives to make significant impacts for several Results approved by the Maryland’s Children’s Cabinet: Babies Born Healthy, Children Enter School Ready to Learn, Children are Successful in School, Youth Will Complete School, and Families are Economically Stable.
Programs supported by the Children’s Cabinet Funding award to the Children and Youth Fund:
Healthy Families America Home Visiting – Providing six months of housing costs for families participating in the Healthy Families America (HFA) home visiting program.
Home Instruction for Parents of Preschool Youngsters (HIPPY) Program – Enhancements to the implementation of the HIPPY program, an evidence-based program focused on parent support and kindergarten readiness. Funding will support staffing, operating expenses, and program costs. The program is operating in the Park Heights Renaissance community.
Community-Based Out-of-School Time – Funding will go to the Baltimore City Recreation and Parks (BCRP) to provide community-based out-of-school time (OST) programming at 10 BCRP sites. Children’s Cabinet funding will also provide opportunities for capacity-building and professional development offerings for all BCRP recreational staff.
High School Out-of-School Time (OST) – Children’s Cabinet funding will provide high-quality high school out-of-school time (OST) programming at Family League-funded high school Community Schools. Funding will support staffing, professional development, program supplies, and participant stipends.
